Additionally, mayors of 36 cities across the U.S. signed the Chicago Climate Charter, the first international agreement on climate change. 8. Expanding Access to Free College As affording college becomes increasingly difficult, local governments and institutions are beginning to improve access to higher education. In 2017, San Francisco, Baltimore, New York, Rhode Island, and California expanded or passed legislation to offer some level of free community college education.
